It is a government initiative that offers free guarantees totalling 2.5 billion euros which is designed to facilitate access to housing. This measure is expected to benefit over 50,000 solvent people who have not been able to save enough to buy a home.
Young people under 35 years of age1 and families with dependent minors —with no age limit in the latter case— who purchase their first permanent main residence in Spain and meet the requirements set by the ICO line.
How much can be requested?
Up to 100% of the lower of the following two values can be requested: the appraisal value of the home to be mortgaged or the purchase price2.
Financing term
Up to 30 years, provided the age of the homeowners plus the transaction's term does not exceed 75 years.

The term for taking out the loans that make use of this guarantee line ends on 31 December 2025, though the possibility of a two-year extension exists through an agreement reached by the Ministry of Housing and the ICO.
The financing is granted by the credit institution from its own resources. It shall hence reach agreement with its customer as to the amount and type of interest rate (fixed, variable or mixed), which shall always be in accordance with best financial practices.
The institution may agree with its customer the subscription of products and services in accordance with its usual procedures and practices for financing homes.
(1) None of the buyers —who must coincide with the holders of the loan— may have turned 36 years of age at the time the loan is signed.
(2) If the customer lacks the necessary funds to cover the percentage which the bank does not finance, the ICO guarantee line will guarantee up to the remaining 20% of the mortgage loan's amount or up to 25% if the home has obtained an energy rating of D or above. The home's purchase price may not exceed the maximum price set for each regional authority. Consult the table on the maximum amounts set for each regional authority here.
